Children learning at schoolIn Sunderland, we have monitored and reviewed the plans that we have developed and have published many documents that relate to our CYPP. On this page you can download our previous key documents.

Our very first plan was published in 2006. The CYPP 2006-2009 (pdf document 860kb) began with a vision:


"Working together to improve life chances and aspirations for each child and young person in Sunderland."


The vision represented our shared ambition to improve the lives of all children and young people in Sunderland and to prepare them well for adulthood.

To deliver this vision, a framework for improving outcomes for all children and young people was developed.

The plan set out priority areas within the 5 Every Child Matters outcome areas and initially contained 32 priorities.

At the end of 2006 the CYPP was reviewed and an extensive needs assessment (pdf document 234kb) was undertaken to prepare for the CYPP 2007-09 (pdf document 1.14mb). From this needs assessment ten priorities emerged. The Children’s Trust wanted Children and Young People in Sunderland to:


1. Be strong individuals, proud of their city and contribute to its future
2. Be aware of how their behaviour affects others and the importance of staying out of trouble
3. Make positive lifestyle choices
4. Lead healthier lives
5. Feel good about themselves
6. Be safe in the community, at school and at home
7. Achieve in their education
8. Enjoy sport, leisure and play
9. Live in decent homes
10. Get the right training, further education and jobs


As well as a needs assessment a resources mapping exercise was undertaken, which enabled the CYPP to set out how the outcomes for all children would be improved locally. The plan gave priority to each intervention, family support and preventative service. It provided the strategic framework within which services were planned and delivered to meet the needs of all children.

The CYPP 2007-09 was monitored during its lifetime and the following annual reports produced:

The Children's Trust produced a CYPP for 2009/10 (pdf document 274kb), which was a transformational plan providing continuity for the priorities and actions in the CYPP 2007/9.

The 2009/10 plan:

  • reiterated the ethos and principles of Sunderland Children’s Trust and the context in which the Children’s Trust operates
  • provided an overview of our review into the CYPP 2007-09
  • identified the priority outcome areas within the ten priorities of the Children’s Trust
  • set out the process for developing the 15 year commissioning strategy 2010-25

Our priorities for 2009/10 were for children and young people to:

4. Lead healthier lives

This plan was reviewed and findings are set out in the annual report prepared in September 2009 (pdf document 406kb).
